What is the best and cheapest Internet service just to have wifi for ipad 2 batteries?

I have a desktop but don;t really need to use it. My ipad 2 batteries is pretty old, and all I;m looking for is a way to get Wifi for my ipad 2 batteries touch. And does the fact that my ipad 2 batteries has low memory and moves slow when it does have Internet effect the ipad 2 batteries touch if I get the cheapest speed Internet? I am thinking of getting an ipad 2 batteries touch after playing with my friends mainly for the wifi capability and the apps. I already have a 160 gb for my serious music. This would just be to have and use. So i was basically thinking of buying the 16gb which i can get for an even $300.
