Move out into the open, away from obstacles so that the signal emanating from your phone has a clearer path to the tower. When in an area with poor cell phone reception wait until you reach an area of higher ground, such as a hill, and find a safe place to pull over and make a call. Cell phone signals tend are poor in low places since cellular signals essentially follow a "line of sight" from the tower.
